There are fiberglass techniques which do not produce that rough outer texture, but they produce a product which is inferior structurally. The Whelen horns are hand-laid fiberglass, which produces one finished side and one rough side. A mat is laid, and then resin is brushed on in several coats, the top coat being pigmented ("gel-coat"). The fiberglass technique allows for some spectacular shapes to be made - take a look at the Community R-Leviathan II. It loads six 15" woofers to a horn that you literally walk into in order to connect everything up. It's actually about as big as the horn on a P50, but it's a full-range system.
Say NO to excessive siren testing - overtesting desensitizes the public.
