McAlpine Locks and Dam is located here in Louisville, KY. I knew there was a whistle at the locks, but I didn't know about the Model 2 at the spillway. Thanks for posting!

Sounds like a normal Model 2 to me, either running on a 208V service (2-240) or 120V (2-120). It doesn't even drop in pitch any during each run, which usually tends to happen with this type of motor as they get older.
