It seems odd to me that they would replace the R's with their inferior, non-rotating counterparts :?:

Actually they didn't replace the vortexes. The vortexes were a City system and since they went with a County-wide System, they wen't ahead and put them next to the vortexes and now the vortexes are a "back-up" system in case the whelen 2909's fail (which they have been failing lately)

Then I'd have to say that it is a redundant waste of money. Why not use the new sirens where there are none?

They do, theres 4 "backup" Vortexes and 29 new 2909's in other places in the county

The houston county system is kind of backwards anyway. They blew all their money on voice capable sirens, and left large parts of the county uncovered.
