What is really going on is that this particular siren is a Tsunami warning siren designed to not scare citizens, so instead of using it's normal tone it goes "moo".

That is in Cannon Beach, Oregon. Apparently, the test is concluded with the statement, "The cow has mooed. All is well."

That would be a good way to blow the drivers, it seems like. And, I also think it's kinda annoying that the person who uploaded it put tags on every little detail. "It's a yellow fire hydrant?"
