I think he means sampling the tones of air-raid sirens, on a recorder or something. It would be a great idea, but you need some big luck, as you're most likely not going to record every type.
Or, if you mean that a specific government should sample their air-raid sirens, I wouldn't think so unless they still have them.
Either way, I would say "yes." :D

Oh, back in the heyday of the community, that was actually in development. After September 11, 2001, at least from my understanding, the project was canceled.

I think he means getting a sound sample of each type of signal (and possibly each tpye of siren) and making a Sound Effect CD from it.

Yes, that was the kind of "sampling" I was talking about. Maybe I should have put SFX ARS CD's? :lol:
