From my personal experiences, the audio quality on the omnidirectional Whelens is horrible. They sound muffled, tinny, and like all the plastic is vibrating (which I'm sure it is) whenever I've heard 2700s, 2800s, and 2900s go off- voice and tone. The 4000s (and even 3016s) are much clearer with the voice and tone...they just take forever to broadcast a message.
By far the crispest reproduction of a sound that I've heard from an omnidirectional siren was when FSU tested their i-Force sirens.
The best from a rotating/oscillating siren was the Whelen 4000 at FAU.
