The Red Arrows are very loud sirens but I wouldn't say they're like a T-128. The Red Arrow's sound is very shrill while every T-128 I've heard was bassy. I took a peek at the MN Siren Map, and it turns out the mystery siren in Sebeka is just totally gone.
Maybe this is a new mystery, I wonder what happened to it. Is it worth shooting the city an email to inquire about it, or should I not bother?

This siren was confirmed by a member of this board to have been scrapped years ago. Someone had Identified it as a Klaxon of some type, rather than an actual ACA product.. It is, however, long gone.
