It is not an Altec Lansing. That is the Atlas/Soundolier Company Logo. Look up "atlas speaker horn" on Google Images, and you will see that the logo in the middle is the same one on these speakers. Strongsville apparently tried a city-wide siren system years ago which was unsuccessful, so it was removed. Since, they have been looking for alternatives and have installed these custom-looking solar powered electronic sirens at large parks throughout the city (since the primary point of warning people is outdoors and these are highly populated outdoors during the summer), these mystery sirens were placed at the parks to warn people at the parks of weather hazards. They are apparently tested weekly at 11:15 am, in the summer months, weather-permitting. They are not tested during the winter. According to the article, they supposedly sound a tone and voice message.

Heck, the siren that's in your mystery picture is actually displayed on the song video. Might have helped if you consulted the video now that I come to think about it.
