ADT tried their hand at them a while back, and that siren - part of the campus system for the University of Mary Washington - is one of the results. Thank you for reminding me to update the Virginia map (which I'm going to assume is how you found it) after updated street view revealed it clearly.

Here's a close-up photo I took of a ClearVoice from the now standing-but-inactive giant voice system at Fort Eustis (replaced by Modulators).

Those PA systems were branded by ADT back then. Tyco is the company that makes these things, and they are still being made with a system that recently went up in Ft. Gorden, GA.

Here's a picture of one from Radford University disassembled on pallets. That controller is pretty interesting.
