Thought I saw this setup in an Eaton WAVES siren thread. Also, that control box is way to new for it to be Whelen.
I remember seeing this, man it brings back memories.Sadly the siren was removed

That's a ramshackled MadahCom WAVES siren. It and the rest of the sirens installed in the area are MadahCom sirens, which are basically SiRcom SiBT sirens. For whatever reason instead of going with the SiRcom speakers they went with 100 watt Atlas speakers. MadahCom was bought by Cooper, which was bought by Eaton. These sirens used prerecorded voice but are capable of doing tone and sound like the SiRcom sirens in Germany. From what I understand they are no longer in service.

Sterling 2V8. If you put the camera forward on the road you can see the louvres on top of it. Where the camera is on the link those louvres are gone but the frame shroud is still there.

I thought it might have been some small Sterling. Apparently the county used to be all Sterling territory. This may be the only one around from the old system. The Banshee doesn't work.

Possibly some kind of H.O.R
Seen a: KM Europ, small Klaxon siren and a Gents' of Leicester "ahooga" horn.
Also a big fan of both Apollo and Protec fire alarms.
