I'll have to agree on the rotational bit. Two rows of ports, could be dual tone depending on chopper.

HOR used housings with louvres close together like #4 and so did Decot. Hedberg had something similar with only one louvre on the top of the housing.

These look like Omni-Directional HORs.
Resident of a county with big a mixture of sirens, but in the process of being replaced. :(

Could it possibly be a Decot housing? The pole mounts on the smaller one look like Federal's.
