The telephone pole would have the two bars (I'm not sure of the proper name for them), but that's where the rotator box would sit, with the blower pipe coming down the middle and connecting to the blower on the ground. So the siren head would still be mounted on the telephone pole, just not directly on the main pole itself. Does that make any sense?
Yes. I think that would work. It might be a good idea to install a few brackets attaching the pipe to the pole so that the pipe doesn't flex a whole lot. The pipe mount to the pole I had in mind is something like this, but probably a little bit longer between the pole and pipe for your proposed mount:
EDIT: I found a Thunderbolt water tower installation in LeRoy, MN similar to what you're describing. Looking at the pipe, it seems to be barely supported laterally at all, so maybe it's okay to have the pipe unbraced between the blower and siren. https://www.youtube.com/watch?v=UnQWxEIbhx4
