Just sounds like a siren to me, and a new way to publicize them.

I think it is Bowling Green Kentucky .they call their siren system "COWS" as well, and they have painted all the 2001's with with paint and black spots as a cow.. I will see if i can find a pic of one, I know i have seen it before.

There actually is a mooing cow sound which some systems (Whelen, I believe) had as a test signal. Cannon Beach, Oregon, uses this on their test day instead of a siren tone to avoid spooking tourists, and it is followed by a voice message: "The cow has mooed, all is well." Apparently this was done because there are no dairies or ranches anywhere nearby that might cause confusion. If a similar system were installed thirty miles south in Tillamook, where the entire valley is one big cow pasture with a cheese factory in the middle, there would be stampedes whenever the sirens sounded.

It's kind of cheesy (no pun intended :lol: ) But it is a great way to raise the public's awareness, and it's easy to remember.

sorry for the monster bump, but the tone is actually a "moo" from a bbc newscast. the sirens sound a normal signal for actual emergencies however. the Moo is quite loud.
