There was a thread based on this article a few months ago. It still seems most agencies just can't resist throwing more lights on their vehicles, especially to the rear. Even though the New York State Police participated in some of the studies, they don't follow the recommendations in the article.
My company car has amber lights, including an LED arrow stick, and I think I'm better equipped than a lot of emergency vehicles for stopping in traffic.
This article was written too long ago to discuss the effect of LEDs. The intense color and high visibility of LEDs make them the method of choice for all sorts of warning.
