I watched the video, and see it is used as a storm siren but, I was about to say, I believe even though it's pretty much a ghost town, that building next to it is an active fire department, I would guess they still use it.
There's a similar situation with here in Centralia, PA. The town is slowly being forced out by the government because an underground fire is burning underneath the village in nearby coal mines. The city used to be 1000+ with around a 10 by 10 city block area. The town now only has 5 houses left, and 1 or 2 of those are unoccupied, ready for demolition by the state. Even with the dwindling numbers, the fire department is still active, running 5-10 members and 1 Engine out of the City Hall/Fire Station Building. The big kicker is, they still have a 3T22 that is an active fire siren which is heard and seen in this video here:

According to Comments, there's other sirens way in the hills or in neighboring towns, claiming that what is heard is the siren in the deep hills that was once part of Centralia (which I haven't looked on google maps to confirm where), or that it's in Paxton (which I haven't confirmed that it even has a siren), one of the nearby towns. I still believe myself that is the 3T22 siren in the town.
