I'm curious...given its use as a water warning siren, given its mounting, and given that it does voice only once without indexing...I'm guessing the rotator is shut off on this unit? It would make sense but I'm curious if you knew for sure.

It is indeed shut off, neither of the two sirens appeared to rotate at all (the other one hadn't moved from when I last visited it for photos some months ago).
