So I got a blackjack phone and it takes really good pictures, so I thought I'd take a pic of the Vortex down the road from me. Here ya go:

The city of Hawkinsville has a Whelen similar to that one, but I am not sure if it is a vortex or not.

Yes the Vortex is the only Whelen model that had fins. Tullahoma has 7 Vortex units installed in 1999 and they all have the fins. I honestly don't know what purpous the serve.
