I've had this question on my mind for a while if Whelen has ever produced any kind of Electro-Mechanical warning devices some time in their past, So I would appreciate it if anyone could share any information about them.

As far as I know they never produced mechanical sirens. The only thing that they made that really came close was their Executor siren which sounded like the Model Q. They did at one point make controls that could power mechanical sirens based on the old analog ESC-864 and their older controllers, but that's about it.
Whelen has never ventured into the mechanical siren world and as DJ226 said, the Xecutor was their closest attempt. Whelen still does include a mechanical tone on some of their electronic sirens today (my local ambulances use these tones in fact), however it is by no means as realistic as the Xecutor. If I recall correctly, the WS1004 was their first siren, which was an omnidirectional electronic siren.
