Solar eclipses have gravity which could make an egg stand straight during that., so I guess either the water at the river next to it might overflow the bank or the country intendedly sounded it off.

The dam releases water when it needs to, I think it is pure coincidence that they decided to release water when the eclipse happened. As for the overflowing water, that is due to the volume of water being released meaning that there is a fast rise in water level. The dam controls these sirens I believe.
