Hand-Held Police Horns for Crowd Control?

I was reading about the recent protests in Charlottesville, and I came across an interesting picture. Does anybody know what this police officer is holding? And perhaps who the manufacturer might be?

...that hand held is a fairly simple D.I.Y ....... "Locomotive" air horns available from a local auto parts store,truck stop, etc. etc. and a large can of compressed air..might need a 90 degree fitting....or you can get your very own here....
