Whelen Vortex R4 Tries to Activate But Fails - Spartanburg, SC

Recorded on March 4, 2017. This is a video of a Whelen Vortex R4 failing to sound for its monthly test + siren ambience. First off, I apologize for the wind gusts, and the talking during the siren ambience, and the camera being moved a lot. The talking was from Sirens of South Carolina's (former UrianumForce1000) and his cousin. Some talking by me. This is a long story about this.

I met up with Sirens of South Carolina (finally) for the first time for this siren test. He was excited to see me for the first time.

Spartanburg County sounded their sirens in attack about 6 minutes late instead of alert and attack. I assume there was an issue with the dispatch because at 1:00pm, I believe the county tried to send out tones to the siren system to sound in alert but computer dispatch failed to send. Normally after 6 minutes after 1:00pm alert test, the county sends out activation tones to the siren system to sound in attack test.

I'm not sure why this siren failed to sound. *Edit*: Cause of failure is bad batteries. *Spartanburg County is no longer fixing their sirens, announced by the county in January 2017.*

Spartanburg County siren system tests are conducted at the first Saturday of every month at 1:00 PM ET. This siren is located in Southern Shops (Spartanburg), South Carolina at University of South Carolina Upstate of Public Safety.

Sirens heard in this video: Thunderbeam/RSH-10 and a Model 5T.

Sounds like a low voltage cutoff. It would only likely need new batteries. Not a huge fix but alas.
