Finally! I think i have all of Topeka's old siren locations down. Here is a map i made of what i believe is Topeka's original system. No 2001s. The good news is Many of Topeka's older sirens are still active today. The bad news, many of Topeka's 500ATs have been replaced, only 3 remain. Also, all but 1 of Topeka's original thunderbolts are still up and running today! But anyways here is the coverage map i made.

You may notice that some parts of the west side aren't covered. I believe this is because that part of town was being built up in the late 70s/early 80s and that they didn't get a early model 2001 until the early 90s because that part of town only has Roundbacks and Generation 1 squarebacks. The red dots indicate that the siren is still active today. Black dots indicate it has been replace. The huge blue dot is where a 500AT once stood but in 2005 they replaced it with a 2t22
I thought it was kind of weird. Also, I'm not sure if you can see but in the lower left hand corner, there is a thunderbolt with an pink "X" in the center, I don't think that siren ever worked. The county said they always had problems with it and it always faced the same way so i know it never went off. Before it was replaced it was facing the same way as it was in this video (toward end):
