The first one looks like a gas powered mobile directo.

I'm not sure about the second one.

The second is the Toshiba siren part of SONGS warning system.

I thought it was just a gas powered Allertor missing the flared part of the projector. :o

It's a mobile directo, you can see the oval-shaped cover under the engine covering the belt drive
