im diggin' the drawing dude. ive seen a couple of those around waco texas. it just looks like the tube for an old thunderbolt. i guess the only way to really know is to look up the locations, year of installation or model of siren that would have been in your town in the past. an easy way to do that would be to go down to the public library and search through micro film newspapers. they used to do reports on when towns would install cold war sirens. cool find!
So the control box is still there with wires hanging out?

Strange that they would have four extra bends in the pipe. Should keep pipe as straight as possible.
Sad that this evidences the Thunderbolt was likely scrapped.
