When I was there the system of s (Sorry I love that emoji) were used for the nuclear power plant. But if I am not mistaken they use the sirens... and use the same signal at that... for both situations as both of them mean to go to the same place... (I saw a nuclear power plant on the shore... Not sure if they have more than one but... If that is the case then you would basically be moving away from the shore as you would in a tsunami... But they have a heck ton of sirens there.)
