Mystery Siren?

I was looking around on the internet and found this picture, it is of the Water Tower in Lebanon, Kansas. Is that box some sort of siren?

I believe it is some pump apparatus.

I highly doubt it houses a siren. Its too big for even a crysler

On the other hand, the vent cap on the top may look like an E57, large Screamer, or skirted Sentry siren.
