Well, the DTMF tone you just heard in the video was transmitted through a 1 watt speaker (probably on half volume), recoded to a video camera (probably analog), then the video was transferred to a computer (again, probably by analog cables), compressed to a mpeg file of some sort, and then uploaded to Youtube where again, it is compressed.

In short, its DTMF, its just the video makes it sound different. But yeah, you can do all kinds of stuff with DTMF decoders and phones.
Also on a related note, sirens on a "leased landline" telephone system did not use DTMF tones. Rather, a pair of wires were "leased" to provide a simple 2-wire long distance contact closure between the activation point and the siren.
