J-J-Jailbar Thunderbolt 1003?!?

Looks like a DIY re-screening job, doesn't appear like anything that's ever come from the Federal factory. Even if there are "jail bars" (it's really too blurry to tell), Federal wasn't the one to put them on there.

Well, it's too late to find out for sure though, as it has been replaced with a 2001. :(
Resident of a county with big a mixture of sirens, but in the process of being replaced. :(

It does look like it. Aren't the Thunderbolt horns interchangeable? The original horn could have been replaced with this one.

Not exactly. 1003 horns are shorter than the standard 1000/1000T horns.

Have you ever noticed how some 1003s have the horn facing down slightly? That is because they either don't have their original horn and got a replacement off of a 1000 or 1000T, or they could've been converted to 1003s.
