You can get a Sentry G3 siren controller for $1900. Then all you need is a radio with DTMF or Two Tone Sequential capabilities.

I also do not trust VOIP. We have it at our house, and every 2-3 months, usually between midnight and 6 am, the service is down for several hours for maintenance, with no warning in advance. This is on top of damaged or malfunctioning equipment, and other similar outages. VOIP is not something I would trust for such an important task. Hell, we wouldn't even have it if we didn't all have cell phones.
