I have no idea where this is at even though he says Antioch in the comments...

At first I thought it was a Tbolt1000 and thought it was somewhere around Antioch in JOCO until i heard the wind down.

According to the owners comment, it was in Illinois. :)

Antioch, IL is in the process of installing a new siren system that replaces the Model 5 and 2/3T22 on their water tower. I think they had 3 new sirens installed last fall and are supposed to have 3 more installed in the early summer (pretty much now). Chances are, they were running a final test of the new sirens with the voice they plan on using for warnings.

If the video was made this past Friday, then it very well could have been an actual tornado warning, but one for the other side of the county. This sort of reminds me of a tornado warning we had here in Louisville, KY several years back.

I don't think that they would use the tornado warning voice for an unscheduled test on a day when the NWS was forecasting severe weather with possible tornados, or any day for that matter.
