Siren at Silver Eagle Refinery

In this news report, you can hear a siren at a refinery in the Salt Lake City area. Anyone have a clue as to what it is?

It sounds like some type of ASC Tempest siren.
Resident of a county with big a mixture of sirens, but in the process of being replaced. :(
