Definitely an add-on. In fact, I'm not sure if there were many produced, if any at all.

I don't know whether the flat rain shields were original or added on, but this siren is only used at New Year's and rarely at any other time. It is the only one in Roseburg to my knowledge, and I believe it dates to the early 60's. Whatever was there before was obliterated in 1959 when a truck loaded with explosives detonated and gutted twelve square blocks of downtown Roseburg (the truck was parked next to a building that had caught fire).
