I was looking around on the web and I found this manufacturers website http://www.madah.com/products/subpage.asp?spkr_sirens
They appear to make some fairly decent electronic sirens. The city of Huntington beach has a system of these.

Some of their large-cell systems look like Hormann ECNs.

I think that Klaxon, too, seems to be using the same basic types of driver-and-horn assemblies as the Hormann ECN sirens.
