So my Dad had found out that UMBC (University of Baltimore) Tests The First Friday of every month at 12:30 PM ET. On the site it states that they are "loudspeakers". The cycle is a voice at the start, followed by a wail, and then a voice message at the end of the test. If anyone could help look into this that would be great!
