The reason most nuke plants upgraded was probably just the age of their old systems. Ginna went with Penetrator and Banshee sirens which last a while so they have only been replacing on a case-by-case basis, I've heard the single phase ones have been more problematic. There is one official regulation that mandates backup power for sirens in the Energy Policy Act of 2005, stating that "For any licensed nuclear power plants located where
there is a permanent population, as determined by the 2000 decennial census, in excess of 15,000,000 within a 50-mile radius of the power plant, not later than 18 months after enactment of this Act, the Commission shall require that backup power to be available for the emergency notification system of the power plant, including the emergency siren warning system,", however this has only ever applied to one site as far as I know, Indian Point, which is now shut down.
