Growl and whoop tests question

My first question is about the short bursts themselves, why a few second (whoop) and not a full 3 minute test? Which brings me to my next question, Are growl/whoop tests done remotely or at the control panel? And my final question and this more so for 1980s-2000s electronic sirens (EOWS, Alertronic etc). Can the tone generator be adjusted in pitch and can the length of the windup/wind down also be adjusted? I’ve heard sirens start at a lower pitch, do a 3 minute test only to get cut off at the beginning of a wind down.

My city did a lot of whoop tests with our old dual tone Aca Alertronic 6000r system. A 3-4 second wind up, would echo across the city. According the the congrol panel, there wasn’t any growl feature present.

It's likely for the whoop tests they were remotely activating and de-activating the "whoop" or "alert" functions rapidly from their control point at the EOC, Fire Dept., etc. It's also possible it was a separate function on the board that was added after purchase.
