Definately ACA/ASC sirens. Wisconsin is ASC country lol.

The siren at the beginning sounds like a Sentry 40v2t. Although I don't remember the 40v2t rotating. But I know it's not a Sentry.

That's a dual tone ACA P-15 you can hear.
