Someone at that college has an interesting sense of humor. It's a tad long and slow on length and rep. rate, but it's the same tone that was used for the "evacuation warning" for Moonbase Alpha on the 1970's British SCI-FI show "Space 1999"! (at 1:57 into the video)

Seems this company is a little full of themselves..
Essi Corporation recommends our Galvanic Rechargeable Energy Cells (batteries) together with out Radiance Solar Energy Generators (solar panels) for recharging the batteries.
Why didn't they just say rechargeable batteries and solar panels...

The tone kind of reminds me of the bell-like attention tone used in the old (Canadian) Tocsin-B broadcast.
