Yes, that is a Whelen siren. It stands beside the Bobby Grant Center Police Annex in Kennesaw, which was once a city fire station I believe. It's no longer active though and was replaced by a nearby Whelen WPS-2810 (at Adams Park), nor is the other siren identical to it in Smyrna (also replaced).

Is this a Whelen too? It has a CD logo and its painted in CD yellow.

That's a PA speaker made to seem like a siren. I guess the park put it up as a prop.

No. That is a PA system in which the park that owns it regularly plays music over it.

Yes but it is at my grandma's house because her other smoke alarm died the other week. It is there temporarily.

Fyr Fyter also sold vehicle sirens, I own 3. They were built like tanks, extruded anodized chassis, Amphenol military type circular plug. Very low siren tones.
