Federal Q2b/Q2a clutch help needed !!!!

So need some help either getting a new/used clutch , or getting the one I purchased off an older rig unstuck. Paid $150 for a federal Q2a ( with out) brake . The siren is sluggish at starting and winds down to quick. After taken grill off I noticed at start and finish the clutch is bad ceized up. Need help with someone explaining to me how or the best way to unfreeze or remove this clutch for repair or replacing . I'll try my best to post photos.

Remove the back of the motor cover. Grab the spinning part of the motor with a tool.
Grab the chopper tight. Start spinning the spinning part of your motor using the tool you are holding it tight with.
Once it's loose, spray some WD-40 on the clutch and you should be good.
