I'd go for a SD-10 with missing parts (seems like it's missing the four metal tabs around the two conical shrouds)

Looks to me like a Federal Signal SD-10 that has had a rough life. It looks to be missing most of or all of the 4 supports that hold the top & bottom parts of the housing together.
