Look at the logo in the center of the horn. It's some Altec Lansing type horn.
Doesn't mean to say that they are Altec sirens, however you could just be pointing out that it's an Altec re-entrant fibreglass horn that Federal used on their early 1212s and the 115.

From Strongsville, Ohio, they have these (photos are not mine and are from a newspaper):

Strongsville apparently tried a city-wide siren system years ago which was unsuccessful, so it was removed. Since, they have been looking for alternatives and have installed these custom-looking solar powered electronic sirens at large parks throughout the city (since the primary point of warning people is outdoors and these are highly populated outdoors during the summer), these mystery sirens were placed at the parks to warn people at the parks of weather hazards. They are apparently tested weekly at 11:15 am, in the summer months, weather-permitting. They are not tested during the winter. According to the article, they supposedly sound a tone and voice message.

Look at the logo in the center of the horn. It's some Altec Lansing type horn.
It is not an Altec Lansing. That is the Atlas/Soundolier Company Logo. Look up "atlas speaker horn" on Google Images, and you will see that the logo in the middle is the same one on these speakers. Altec Lansing does not make outdoor speaker horns anymore to my knowledge; I couldn't find it on their website.
Atlas does, however.

They are Atlas Type CJ-46 or higher wattage equivalent outdoor speakers.

Almost looks to be a Whelen WS-1000, but DJ would be better suited for the guess; Electronic sirens aren't my strong suite...

It is a Whelen 1004. I've seen it before.

Heck, the siren that's in your mystery picture is actually displayed on the song video. Might have helped if you consulted the video now that I come to think about it.

Huh, so it is! I must've missed it or mistaken it for another. Thanks for pointing that out.
