The town where the siren is located isn't too far from where I live, so I could probably go see what it really is sometime soon.

The fact that the stator is just about bigger than the motor it's sitting on makes me think that it's a Model 3. The base of the siren also looks model 3-ish: https://www.youtube.com/watch?v=1HIcUHvB12k&t=584s (embedding issues on my part)
