IIRC the horns were positioned slightly downwards for when mounted on tall buildings, so the sound would be directed downward instead of straight outwards. Also, Here's the 300 pages! I remember when we just broke 100!

The controls could be inside the building next to it too. The siren looks to be hot (Still has power going to it) so there is a chance it could be active.
