After looking back it may be a Siro-drone, since there's a couple that look exactly like that siren in the picture.

This interesting thing in Cottage Grove, TN. First thought was naked Soundmaster 115, but something seems off about it.

EDIT: Apparently Henry, a town in the same county, has a similar Soundmaster. This further supports that theory.

That has to be a core of a Soundmaster siren. You can see the intakes which were a Soundmaster feature, the motor in the middle etc. The picture screams out "SOUNDMASTER SIREN!!" to me.

Short intakes and lack of valve covers reveal a two signal Soundmaster core.
The two Soundmasters in Henry and Cottage Grove were from Wisconsin and were refurbished years ago. They did not come with discs so each town decided to do what they could. The other one in Henry is mounted horizontally - not a factory-original setup. Soundmasters are a vanishing breed... enjoy them while they last.
