Raleigh NC has a bunch of 'Flood Warning SIrens" which I used to maintain. One is at a Community Center in a neighborhood; I loved getting there during summer days when the local kids were in summer sessions - I'd park the bucket truck, ride up to the controls cabinet for test, and also wait for the kids to come outside for play time before setting off the test tones.

Usually went like this:

Me (from 14 ft up in the bucket) "Hold your ears!!!"

Them: (look up, questioningly; some cover their ears)

Siren: 1200 Watts of Westminster Chimes!!!

Them: "DO IT AGAIN!!!!!!!!!!!!!!!!!!"

You're correct, that first one is a 10V. The horn in the center is the giveaway, the inside portion (where those 4 blocks are) would usually be covered up by the extensions.
