Yes. The pitch has evolved with the controllers. The early controllers sounded around 710 hz, the later analog controllers were reduced to about 460 hz, then the 465 hz digital controller came along (no later than 1996), the 440 hz ESC-2020 came along around 2001, and the 560 hz ESC-2020* came along in 2007.
*Whelen has suddenly begun advertising their controller as the ESC-2030, so some minor revision has been made recently. However, the 560 hz tone is the same per recent installations. Source:

No. Whelen controllers also don't seem terribly customizable, unlike the Federal controllers. Would they do something at the factory for you if you custom requested it? Who knows. But its not like a UV where the tones are all highly customizable.
