No, but lived in the area. Avid google maps hunter. I'm in the middle of writing a cool post about the Perrysburg Ohio 3T22.

I lived in the Bloomington/Normal area, Le Roy, home of a 16v1t (-b), and yeah.

Putting sirens on / near water towers made sense.
1. An existing, high, sturdy place. Often centrally located.
2. Government-owned property.
3. 3-phase power already available, used for water pumps.
