They were sending the tones over the radio to cancel the sirens and shut them down. The controller on this one is misprogrammed and reactivates in alert. The reactivations make the control shut off for a split second before turning back online, kind of like how Whelen sirens abruptly shut off when they reactivate in the Oklahoma City system.
