Japanese Siren

In this video from the Kyoto, Japan area, starting at the 3:57 mark, you can see what looks like a siren on the building in the background. What do you think?

Might be a Toshiba siren. Having issues finding that area in Google Maps to get a closer look, though.

The older Japanese sirens have three or six horns. Newer ones typically don't have horns.
